Intel BOXDP965LTCK no boot with PCI-E card

I just bought one of these for a relatives rig, it needs to be stable thats why I went with an intel board. I got an open box one since I got almost 70$ off, and I have had many open box items before that worked fine.

parts:

Intel BOXDP965LTCK
epower 520W power supply(tested with 600W OCZ to rule out the PSU)
Sapphire X1900GT 256mb
Pentium D 915
512MB Corsair ram(ram ruled out too)

so here is the problem

Without a video card in the PCI-E slot it boots(asfar as I can tell) but when I put a video card in, it clicks on for about half a second then dies. After it goes off i have to cut all power to the board before it will work again.

it isnt the video card, as I am using it right now with no problems. I would really like to make this board work, or else my old P5N-SLI will go in, and it is anything but stable.

Anyone have a clue to what is going on?
