Well my roommate killed his box and while I was troubleshooting it with him we found that it will work okay as long as no PCI cards are installed. If a pci card is in then it won't even turn on!

do you think the ps is bad? I checked it with a multimeter and both times the 5 volt seemed high like 5.15-5.2 and 12volt was about 12-12.3volts.

or is it the mobo?
 
yeah I did that! it is very weird I think it may be the chip or the mobo. It is the weirdest problem I have seen maybe the southbridge is bad. but hell it is easier to just buy another board and go from there.
