My dad wants a new pc. No gaming, no overclocking, just stable, fast, etc

He'll be runngin lots of programs at once and multitasking. Probably going to be working with a $1000 budget.

How are the X38 intel boards?
 
I would vote for a P35-e myself, cheap and very stable.

I doubt he needs any of the advanced graphics / raid / CPU features on the new X38 boards.
 
This is about as good as I can see for $1000. Comes to $994 shipped with cd rom, floppy drive, etc. he wanted a nice slick case too and has commented that he likes my black PC-V1000 so I figured the smaller one would be a good choice.
