Ok... I just got my watercooling up and running... one problem though... Even with the radiator the water gets warm... I think the added heat comes from the pump... but it doesn't get HOT just warm... so I was thinking... PELTIER... but then condensation worries me... so what if I put a heatsink on both sides of a Peltier and put the cold side in the water? Would that cool the water?

You wouldn't be able to do much with the pelt, because it would have to be a low wattage for air cooling to work on it, and the air cooling would be quite noisy. Higher CFM's through your radiator might work better.

maybe I am just dense, but shouldn't the water be warm? It gets the heat from the CPU, but the rad probably can't cool down to ambient. Yes, the pump does add a little heat, thats why you put the radiator before the CPU, but I don't think adding a peltier chiller is going to be the best option. I am with SFA, go with a better fan on the rad.

...or if you don't mind noise and having to refill your system, you could go with a bong cooler (http://www.overclockers.com/articles389/) and get your water below ambient....
