Exhaust blower

does a system blower exhaust fan cool video cards well?
im asking because i dont know where to find specs on it...
does it make a big effect on cooling purposes on the pc?

I've heard that they're okay for helping to cool a vid card, but definately shouldn't be used as a main component of proper case cooling.
