From an XP1800/1900, yes.

You'll need a big heatsink, like the Alpha PAL8045, or a Glaciator2, and plenty of icy winter air, but it's doable.......

Yes it's possible but it depend's on alot of thing's like what xp cpu, how much vcore voltage you can get, what the air temp in your room is, how well ventilated your case is.
