weird problem with my internet...

alright well i just built a new computer...

and when i go on the internet and scroll i see like a line going from the bottom to the top... its like lagging or some...

I have high speed intert, and did not have this problem with my old pentium 4,,,

i have tried mozzila firefox and internet explorer..

and my computer is running windows xp wich it can handle pretty easally (considering i have a quad 4 gigs of ram (xp only reads 3.25 got 4 cause putting vista on soon...

so anyone know what it could be???

edit: and my prossesor usages goes from 0-25 percent just from scrolling...

To me, this sounds like a graphics card driver issue. I would suggest you download and install the latest drivers for your card, or if you already have them installed, uninstall them and reinstall.
