what is the best program to increase the speeds for downloading and to lower your ping on a cable modem?

Try Speedguide.net or DSLReports.com. I use the tweaks from Speedguide.net and my throughput speeds are great. Reducing ping is a different question, as your ping times will vary depending on the site you are accessing and the amount of traffic on the route your connection takes to get there. Different online sites will have varying pings depending on the number of hops to, and the amount of available bandwidth at, the site.

I used something called the "@home speed patch" from speedguide.net. It doubled my d/l speed...I went from .700Mbps to 1.5Mbps.

The other tweaks did little for me.

Speedguide.net has a new (Beta yet) optimizer that you can use and provide feedback on. It does a pretty good job. I'm using their standard tweak for my OS, and my speeds are hitting my cap. Before the tweaks, they were pretty bad.

As far as ping goes, depending on what route your packets go through, is what is going to affect that. I've found nothing that lowers ping times.
