I dont have a multimeter and I am using MBM5 but that is the reading I get on my power supply. I have 3 fans and an LED light as well as 1xCD-RW, 1xCD-ROM and 1x60 GB HD. I know this is super low, but everything runs fine...will it be a problem in the future, or is it just a bad reading? It is a generic PS 400W, bought it for only $22....you get what you pay for
 
Until you can borrow a multimeter, you just have to trust the on-board monitor. A good rule of thumb is if your system is running stable, then chances are you are okay. Unless you are fussy about things being as optimized as possible, find something else to worry about. Now, if your system develops some unexplainable instability, then start looking at that PSU.
