I am using the 8 KHA+ mother board and i am wondering what clock speed is best and how much i should increase the voltage for good stability

The only way to find out is to try.
It is advisable to unlock the processor's L1 bridges with conductive paint in order to drop the multiplier and increase the FSB.
It is quite possible to get to 1600MHz (160 x 10 is an easy one) with this processor, but voltages for the memory and VccCore to gain stability are dependant on the cooling and memory itself.
This is overclocking - there are no guarantees !

I'm running my XP1500 at 1660MHz, 10*166 (still locked)
vCore 1.85, vDIMM 2.9, Turbo memory settings.
512 Megs of Crucial PC2100 running at 332MHz DDR (that's PC2700 standard)
