Can happen because the layer is too thick. It must be applied so that layer is paper thick. If the layer is thick it will act as a thermal barrier.

From my personal experience, if you are over-generous with your thermal grease, it will displace over a period of several days due to warming, fan vibration and the pressure that the HSF exerts upon the core. That's why you should never assess the effectiveness of any cooling solution immediately after installing it. Give it a few days to settle in with use. I have never seen a situation where temperatures were higher after applying thermal grease that they were before installing it, assuming you follow the advice I have already stated. The only time I ever got higher temps after installing an HSF was because I installed it slightly askew, or backwards. It only takes a foreign particle the size of a fleck of dandruff or strand of fiber from a paper towel, q-tip, etc to cause a gap between the HSF base and the core and hence higher temps. Just a few pointers.
