Give us more info :
1) What windows are you using?
2) Version of IE ?
3) Which Norton ?
4) Details about your settings?

I had a similar problem like yours when using WIN-ME and it was the system restore option.

Try to run a diagnostic utility for both hardware and windows if you can.

Dont you think its that Norton product thats slowing you down? Specially when you're browsing the internet and opening multiple files simultaneously.... try disabling the real time scan/or any similar function and see if it helps....

I switched over to PC-cillin and no more problems. jTry disableing the Norton and make sure that it is not running in the background and see if you still have problems.
