Rivatuner failing to adjust fan speed.

I was playing AOE3 and I alt tab and my video card temp is 100C and Rivatuner ain't doin crap! I have it set up so it goes to 100% if the temp is above 75C...have no clue what the problem could be.
Also for some reason the csrss.exe process was using over 100mb of Mem Usage at this time.

God honestly I'm so sick of this computer, problem after problem. Ready to just divide up the parts, sell them and buy a cheap laptop and a PS3. Nothing is worth this much trouble.

why not just have the fan 100% all of the time?

I just run mine at 50%, and crank it up to 90-100 for gaming/benching.

Edit: I must be using an older version of riva, not sure what to do anymore.

I'd recommend upgrading to Rivatuner 2.08 if you haven't already.
