I think i have found a way to discharge the capacitors in a PSU prior to opening it. Simply unplug it and push the power button the the case. When i do this with mine the fans spin and the lights come on, and then the lights quicky dim and it shuts off. Bingo safe PSU.
 
That won't totally discharge the primary side of the chopper circuit, but it will reduce the stored high voltage enough so that it is not at a lethel level. Waiting a few additional minutes afterwards should guarantee that it has bled off that last bit. Good idea Woim.
