you shouldn't have deleted it, just go to Restart or Reset. Happened to me once, it always locked up my comp after I tried some settings, so I just double-clicked the program called Reset, and it worked perfectly after.
hope this helps

Oops, sorry, said it wrong ! Reset is part of CPUFSB, it's one of the icons/programs in the folder where you extract CPUFSB

did you empty the trash after you deleted the folder ? if so, you'll have to redownload it, I think
EDIT : here's one link I found : http://members.tripod.de/podien/CPUFSB.ZIP

CPUFSB is only a part of a program called CPUCooL, that monitors Voltage, temps, ..., also including what CPUFSB includes.
Here's the download link : http://download.cnet.com/downloads/0-10102-100-5710082.html?tag=st.dl.10001-103-1.lst-7-1.5710082

maybe by deleting every registry key that concerns this program, it'll reinstall and work correctly afterwards. go to Start, Run, type in Regedit, and look in HKEY_LOCAL_MACHINE, SOFTWARE, and in the different folders for another folder called CPUFSB. then just delete this folder. That **might** work, I'm not sure, and could possibly mess up the registry. What OS do you have ? if it's Windows ME, or Windows XP, try doing a system restore to an earlier point, before all this happened

k, I just reread the entire thread, and I have some questions : 1. did you install the program or just run it after being unzipped, without installing it first ?
2. what did you delete after you saw it didn't work anymore ? The .zip archive or the folder in what it was unzipped ?

I would say just delete the CPUFSB key, not the entire system management bus

Download Getright from www.getright.com, install that and run it, and while it's running, start downloading CPUCooL. There should be a different-looking download window if it started in Getright
For a download mannager get download accelerator. You can find it Here (http://download.cnet.com/downloads/0,10152,0-3282264-110-6289136,00.html?gid=54862&url=http%3A%2F%2Fdownload10%2Espeedbit%2Ecom%2Fdap 5%2Eexe) This program searches for mirror sites and downloads portins of the same file from each so you get a faster download speed. The resume feature is very handy to.
