Is there any way you make 24 volts from a computer supply? I know you can make 7 volts with the 5 and the 12 lines so could you take two 12 lines and make it 24?

Yes. You take the yellow line (+12v) as the positive and use the light blue line (-12v) as the negative. Check the side of your PSU to see if the colors match up with the voltage
BTW, the -12v line is on your motherboard connector

I wouldn't use that amount for fans!!!
Someone did and it blew his PSU.

I found a place that sold 180 watt peliters for like $25 but it ran at 24 volts.

I'm pretty sure you can't power a TEC with a your method. The -12v line only draws < 1 amp, so you might fry it. If you can get Colin's attention, he should be able to help. He's an expert on TEC's
