Alcohol and Tbird cores

Is it safe and how long should I let it dry before I put some thermal paste on it?

It's all I've ever used on any processor to clean off goop. After cleaning I usually lightly blow over it and it's dry after 30 seconds depending on how much alcohol you used.

Did you use 99% Alcohol or the 70% one?

shouldnt take long alchohol evapourates extremely fast. so if u just have a bit on there a few seconds, if u have like puddles on there )which probably isnt a good thing hehe) it will take longer.
