Well after looking at several pictures of how the thermaright sk-6 w/ delta fan looks, i realized that i had my delta fan upside down, so i corrected this problem and i recieved a 10 degrees lower temp, remember the delta fan is on correctly when the black part is facing up, the side that says delta on is should be facing the heatsink. Finally i got what i paid for.

when the fan is 'sucking' (how you had it first) it takes air from the nearest place - at the top of the fins, so only the tops are cooled. if you put a skirt on the heatsink, lke to ones used on the thermo engine and old alpha heatsinks then the difference between suckig and blwing would be very small
