As always, if you need help, we are going to need more system info.
Sounds like either your HD or Mobo is failing. More info please.
Don't forget to detail what programs/OS/codec packs you are using. Is it just that particular file, or file type that is causing the lag?

Does it do the same thing on your system drive? Is there always sound playing ont he files that it lags on?

Run chkdsk :drive letter /v /x /r. It could be actively trying to reallocate a sector.
Just a shot in the dark but very possible, drives will lag terribly when a bad sector is present.

Western Digital 200GB Hard Drive(slave)
Why do you list that as slave? Do you have an optical drive on the IDE channel as well? Either way, check the jumpers. The HDD should be the master if their is another device on the cable and screwing up the jumper relationship can cause problems such as this. If it's by itself, it should be configured as a "single" drive via the jumber on it. Another possibility is that your drive is not running in UDMA5 mode and might be in PIO mode which is slow as heck. Check your Device Manager for your IDE controller and verify this setting.

yes i have my cd drive on the ide channel as well set as the master..so should i set the cd drive to slave and the hd to master?...btw a reformat fixed the issue..so im assuming its a software problem..even tho i may be wrong

Glad you got it solved. You just may have had a problem with the MFT and the reformat fixed it. If you did a full format, it also would have flagged bad sectors to not be used and could be another reason it performs normal now.

ok..so i should put the hd on the first channel on the ribbon or just add the jumper? or both? and do i set the jumper on the cd drive to slave?

ok..so i should put the hd on the first channel on the ribbon or just add the jumper? or both? and do i set the jumper on the cd drive to slave? The hard drive should be at the end of the cable, but you can put it at the second if you can't physically do that. It's not recommended to do it that way, but I've had to do such a thing in the past with no problems. Set the HDD as master, or master w/slave if that is an option, then set the optical drive to slave.

ok so i set the hd at the end of the ribbon..set the jumper to master..set the cd drive to the 2nd and set it as slave..when i started up i got a message for about 3 seconds that says "verifying dmi pool data" then it proceeds to boot up..and it set my sata drive to slave..when its suppose to be the master

One of two reasons it would show a sata as a slave. First if it is in the secondary sata port. They can be weird as to the slot number assigned, it is not necessarily top left primary like a book reads and so on. You should check the manual and make sure that it is the primary slot. Primary or slave makes no difference unless it is meant to be the boot drive in which case it will first check sata0 then sata1 and so on just like it will with ide.
Ok only one reason, I can think of.

If it's the BIOS, that's a poor way to tell you it isn't on Port 1. Either way, it doesn't matter as each SATA drive is it's own master on it's own channel and your IDE devices are now set correctly.

it's in the 4th port..i can put it in the first..but not the 2nd or 3rd..as my videocard is long and blocks those ports
