My video card (Ti) does not have a TV-out - quick fire question - do i really have any options for a TV out - without getting a new video card???
P.S. Im not a rich git.

Only other option is to get a tv tuner card, or a new vid card.

If you have a Geforce 2 (some models are supported) YOu can upgrade your card with a VIVO chip (ELSA used to sell one for $40). (http://www.elsa.de/international/us/products/mmedia/videomodule.htm)
The other solution would be a scan convertor that translates a VGA signal into several other formats (NTSC, RCA, and S-Video) but they cost almost as much as a Geforce 3 Ti200 which comes with TV-out.

Hmm. I have a Studio PCTV (used to be known as miro PCTV 2 and a half years ago when i bought it) - it has composite in, RF in, S-VHS in, and audio (mono) out.
No output.
Now TV tuners are quite cheap for me (£30 around about) - can anyone make any suggestions - as for quality as long as i can watch VHS tapes thru the composite at the default framerate (25) - i dont really mind about video capture, 320x240@30fps will do as will 740x468

I bought a scan converter at comps usa for my video card it was like a 100 bucks though I use it on mu laptop and everything now since it has a vga in and it just converts it to tv signal its very usefull but still a bit pricey. tigerdirect sells them to i think.

Damn. Argh i dont want to replace my card - for 2 reasons - the price just rocketed, and 2, its another £20 for a card with tv-out - damn. Do normal TV Tuners actually have TV-out - or is CrystalMethod just plain WRONG? :D

Sorry, didnt know you had a Ti.
CrystalMethod is, to the best of my knowledge, incorrect. Many tv-tuner cards have an S-Video IN, for connecting to camcorders etc, not an S-video OUT which you need. The whole purpose of a TV-out is to connect it to a TV, so it would kind of defeat the purpose of having it on a TV card, would'nt it?
