For some reason I get very poor performace in HL on my system... I have friends with much lower end computer that run at the same res as me and reach much higher speads... I get between 30 and 35fps and most people seem to get 70+ any idea what might be wrong?

I was just testing and HL maps with no ambient sounds run quite fast (around 68fps) but maps with ambience run very sluggish and slow so im pretty sure its my crappy onboard sound card thats the problem... Is there any other tests I might wanna try to make sure?

I thought it might be that, have a look in half-lifes sound options to see if it has a3d or eax or soemthing like that turned on and turn it off it is, also try updating the sound drivers from the manufacturers website. I noticed a while back how sound card dependant this game was when comparing the performance between my machine and a friends who's was identicle except for him having a sound blaster live and me having an awe64

You do have the console set up right? (If not type "-console" in the command line without the "")

Well, in the console, type fps_max 99. It may already be set up for this, but if not, your FPS should go up.

I doubt it's a fps_max issue, the default for that is 75 or something, plus disabling the sound sped things up so I'm pretty sure this is a sound issue, the sound engine in HL is very processor intensive.

I agree, it's probably the onboard sound not being able to to keep up with the game engine. You could try lowering your sound quality a little bit to see if you can get it "playable", till you get the new soundcard.
