What programs are there that I can try for
software based cooling?
Please provide a link to download the file.
I tried watterfalll but it goes down to 0 in about 16 seconds,
and stays there.

What kind of system do you have?
It does make a difference.
Rain is quite good, it brings my idle temps down to room temp and doesn't affect performance

Abit BE6-2 (Slot Based BX Board)
Intel P-3 800EB Processor overclocked to 902
*VCore Boosted to 1.85v

256MB of cas 2 SDRAM

Nvidia TNT2 M64 -I got the thing to run on a 150FSB!

That rain program does not apear to run.
I think it may because it is not compatible with a P3?
It does not have the option for a P3 in the install
list.

Using very simple, very small prog called Vhalt. It idles CPU at 0% usage when it's got nothing to do. I believe this is integrated in Windows NT? Anyway, it seems to work pretty well. I got it bundled with a prog called Fanspeed from the MBM 5 site.

Glad to see you back. Are you still folding because software cooling only affects your idle temps and if you are folding there is no need. well just wanted to say hello.

It doesn't have the option for p3 but if you just select celeron or p2 or ppro it should work, it works fine on my coppermine celeron 600. When it runs it is just a little icon in the systray.

Nope still does not work. :(
Try CPUIdle.
Whats the point in cooling when its idle though?

Is the temp not going down at all? And how are you measuring the cpu temp as I don't think your board has the maxim 1617 chip required to read the on die diode, so are you sure you aren't just seeing the motherboard temp?
The cpu load should be 100% when rain is running because it's takes up all the spare cpu cycles and uses the halt command.
