So, as far as I knew...a fan will dissipate heat best when drawing the air from the heatsink but, the fan in the PSU im using is the other way round. I'd like to avoid dust build up in there so would I be ill advised to turn the fan around or what?

Most certainly ill advised to set up cross-currents inside your case!

Yeahhh, keep your airflow in check, its important. If you're set on reversing the fan, I would recommend opening the power supply, removing the fan screws, and physically turning the fan around. HERE BE DRAGONS: Obviously unplug the psu. But also use a BFS (big F'ing screwdriver) to connect the two main power terminals on the back of the psu to discharge the energy in the capacitors. BE CAREFUL, I've been shocked. Its bad.
