Is this wire supposed to be cut?

this is the cable for the power switch etc that came with the sunbeamtech case i recently aquired.
Upon closer inspection I noticed that the blue wire, which is either one of the 'HDD LED' or 'MIC' wires, is cut. Weird.

Before I solder it back together, just wanted to make sure, in-case for some strange reason its actually supposed to be disconnected like that.

It may have been an employee having a bad day that decided to take it out on a customers product... call sunbeam and ask them what the best course of action would be.
