3870 burning up?

I put together my new build a couple weeks ago now and i definately have sufficient cooling. my i have plenty of air coming in and lots coming out and water cooling (cpu loop). Recently while playing crysis and other high graphics games my computer has just been shutting down and i put my finger on my 3870 and its just insane... im not sure how hot they are supposed to run (this is my first build in a long long time) but i downloaded HWmonitor and with no load it runs at 70C. this just seems wrong since no load my q6600 runs 28c i know thats air vs water but still. thats super hot. i can no joke fry an egg on it :eek:

edit: all stock settings havnt OCd one bit

the fan dont spin up enough on load as it is atm.
seems a bios/powerplay drivers are needed.

3 party solutions or bios modd allows a better cooling.
