Sounds like you're probably right about the voltages, but to be sure, unplug your HD and install and run MBM 5 (http://mbm.livewiredev.com/) and save a screenshot of the window with alt+prntscrn, then take another with the HD plugged in and post them back here.

You might want to check out the KT7(R) FAQ over at Viahardware here...
http://www.viahardware.com/faq/kt7/kt7faq.htm
...if you haven't already. The FAQ is very well written and superbly layed out. I'll read through the FAQ every once in awhile myself, even though I don't own an Abit board...I always end up learning something new, it's very informative.;)
Looks like it does seem to be a power issues as your system seems to be sucking alot of power with 2 big drives and a modern video card and a good processor.
Might wanna take it to the next step and go 450 watt or so.
In windows my via monitor thing say that they 12 v line is at 11.71 and then the digidove which is on another line says 12 v even is 11.71 too far below 12v ??????
if your IDE cable and power cable are in tight, it is prob time to get more power, 11.71 does seem to be too low, had a lot of probs with a kt7, lots of stuff and AMD and a 300 generic(AMD approved)PSU, put in an Antec 400 and all went away
