Error when creating shortcuts

I am getting this error in win98se when I try to crate or modify any shortcut "The name "C:\XXXXXX" specified in the target box is invalid. PLease make sure the path a file name are valid.

Any body know what could be causeing this?

NM, I found out that the program created a shortcut that was in quotations and when I tried to change it i got the error, but when I removed the " marks everything was fine.

bah
