Getting Asus P5N-E SLI over 407 FSB

No good deed goes unpunished.

I'm overclocking a buddy's computer with Asus P5N-E SLI MB and can't get the contraption to pull more than 407 FSB. I know the CPU is not the problem because I've run it over 444 FSB (4.0Ghz) in another MB at similar volts, and when I restrain the multiplier to 6X, it makes no difference in ability to get much higher than 407 FSB. I see some have taken this motherboard well over 450 FSB, so I know it should be possible to go higher.

Specs:
Asus P5N-E SLI, with 1101 bios (tried 1002 also), with 650i chip
e3110 CPU at 3.6-3.75V in CPUZ (9X is max mult)
Zalman 9700 CPU cooler, approx 50 degrees load temp with Coretemp.exe
PS: NZXT PP500, also tried Antec 650 Trip
Vcore Voltage 1.275V, also tried 1.37V w/o offset
Vcore offset Voltage +100 (note, this value and one above yield approx. 1.375V)
FSB/Ram unlinked
Crucial Ballistix RAM @ 1.92V 5-5-5-15 2T, (auto tried too)
Northbridge 1.393V with fan on it for temp control
(tried 1.5xx V on northbridge but barely gave a smidge of headroom)
FSB 1620, Ram 800
CPU options: all disabled
