Anyone know exactly what it does? Or how exactly it controls temperature in a way that the C1E and Speedstep doesn't?

Fan control settings are in another section of the bios which was also there in the previous bios.

My temps have been high ever since I had this rig so I'm curious about it.

well it works by changing the voltage to the fan. you can either set the fan speed as a % based to the temp the bios sees. meaning if cpu temp is 40c you could set the fan to run at 50%(if you set it to that). as the bios sees the temp increase it will increase to the max % you put in.
