e8400+EP45-DS3L... fail to OC

system spec is
e8400
EP45-DS3L bios ver F6
Ram Pat pc9200 1gb x 2 5-5-5-12 @ 2.3v but runs at 5-7-7-21 @ 2.0v 1066mhz somehow
powered by 500w for cpu+mother+drives and 480w for video cards
500w 12v rail amp is 28

this thing does not OC at all...... what is wrong with this board????
everytime i make changes It blinks 2 time and goes back to stock setting automatically.

tried in bios and easytune6 that gigabyte gave me

e8400 @ 333/9=3ghz
EP45-DS3L with V1 air cool
2 of HD4870 in CF
patriot pc9200 2gb (1gb x2 dual channel)
 
Since your RAM is running at 1066 MHz w/ an FSB of 333 MHz, your NB strap is 333/1066 (5:8). Try a different strap like 266/667 (4:5) = 832 MHz, 333/800 (5:6) = 800 MHz, or 266/800 (2:3) = 1000 MHz... and then try increasing the FSB.
 
just like you wrote i changed strap but i did strap to 1:1 and it is start to oc

At an FSB of only 400 MHz and a 3.6 GHz clock, you don't need such high voltages. Change the following...
Code:
CPU PLL: 1.5V
CPU Termination Voltage: 1.2V
CPU Vcore: 1.3V
MCH Core Voltage: 1.1-1.2V
ICH I/O: 1.5V
... and w/ a 1:1 strap, you can tighten your RAM timings w/ less voltage @ 800 MHz.
