System Stutter Xfx790i ultra

Hi all,
I am new to OC forums and have been reading a lot here and it has helped me to make my new rig as listed below.
Now the problem is that:
1.There is stutter in Games,Sound,Videos and I can hear like a static chip every few seconds.

2. Even when I am scrolling non stop down a web page it stutters.(ie: the scroll is not smooth and stops for a sec)

3. All settings are stock and i am really bummed out as I am unable to play games without the irritating stutter which makes the system feel laggy.

4.I have reinstalled sound and system drivers. Reset the Ram. Memtested Ram without errors.

5.Memory is unlinked.

Please let me know what I can do to fix this.

my buddys 750i ftw does it too. its just one more thing that put me off of nvidia boards.
