Abit IP35 Pro XE POST code

Hey, I recently bought this motherboard and was shocked to see i couldn't even boot.

Here're some photos of the POST code. And this is where I need some help. I can't figure out which code it is in the manual? I've come as far as to conclude 0.2 is probably 8.2 (enable atx power supply), but not sure if that's corect.

Any help is greatly appreciated! Possibly too low PSU?

no its not 8.2 its 0.2....

unplug everything from the board, then plug stuff back in. do not plug in any HD's or CD/DVD's. have only one stick of ram with the video card installed, try that. even though video is blank do you get any beeps from the motherboard/speaker?
