How high should a P35 be able to clock a 45 nm dual before I max out the FSB

Hmm, depends on how high the ram can go. My setup I'm running 4.5Ghz (9x500). Ram tops out @ around 515-ish.

depending on the board you should be able to get close to 550fsb.

I hit 512 on my P35 but my ram was holding me back.

I had my old E6550 and E3110 up to around 545fsb on my MSI P35 Neo2-FR board. Not sure if my ram, the mobo or the CPU was holding me back.
