www.speedtest.net or

www.speakeasy.net/speedtest

I have a few questions:

Do you have an unsecured wireless network that other people are stealing from you?

Are you wireless or hardwired?

What Speed are you paying for? The best tips I can give you is to increase your MTU settings, here are instructions:

http://help.expedient.com/broadband/mtu.shtml

read this first though:
http://www.dslreports.com/tweaks/MTU

Finally, run these programs:

http://www.safer-networking.org/en/index.html

http://www.download.com/Trend-Micro-HijackThis/3000-8022_4-10227353.html

Now keep in mind that if your DSL/Cable company tells you that you're only paying for circa 2MBS service then nothing you do will help except to upgrade service packages.

Ah.. I bet you have a few people stealing from you...

Did you ever log into your router and change the default password?

Who make the router?

this very well could be the reason, you may have a botnet running on your pc, or trojans that download stufff in the background.

also, if people are stealing your wireless, then you will have various times where your bandwidth will be cut.

do you notice it varry by time? or is it all the time?

the password for the router has been changed,
however we got it done proffesionally,
its with tiscali and its on a WINS server if that helps?

Also run HiJackThis! which I linked above along with Spybot S&D. It's hard to say why your router is timing out, it could be because of viruses/spyware, it could be in a bad location if it is in an attic like you eluded to and it could even be a bad router. I had a Linksys WRTGT4GX2 that would keep timing out, replaced it with a new WRT54G and it has been fine since.

omg. your seriously are not with tiscali are you?
please, ditch them as soon as your contract is over. i was getting 64kb download at one point. i couldnt even work from home. (yes, almost as slow as dial up modems!)
i simply changed isp's and now i get 6500kb download.

i had router problems with tiscali. whenever i changed ANY settings on the crappy speedtouch they give you it would freeze all internet. i had to do a hard reset. i called them to see why, and i got some call centre in india who didnt help.
so i went and bought a netgear adsl router, and it wouldnt even work with tiscali. it showed as connected but i couldnt ping my isp gateway or do anything.
changing isp's fixed all my problems.
instead of paying £4.99 for broadband, i now pay £7.50, and if i have a problem, i know im speaking to someone who speaks english, and we understand each other.
sorry for the rant.
