Does anyone know how to remove epoxy from a HS without sanding?

Pretty much impossible. Try acetone, 99% isopropyl alcohol, etc. but you won't have much luck in most cases. That's why people usually thin it out, or if they're smart, use normal ASII and use silicone glue in the corners (easily removable, strong to hold it on).
It's easy BUT BE VERY CAREFULL! Set your oven (yep the one you cook in) to 150 to 200 (200 is the high end and use that as a last resort! start low) let it get hot. Put the part on a plate. Set the timer for 5 to 10 minutes. Epoxy is a composite thermosetting plastic resin. Meaning it needs heat to cure and up to a certain point heat will undo the curing process in reverse. Once you get it out of the oven USE toothpicks, hard plastic anything NOT METAL to gently peel off the now softened epoxy, clean up the chip carefully with a gentle solvent..
