gtx 280 - different stock clocks using different voltage?

I'm wondering what the difference between the gtx 280's that are clocked at different stock speeds. Looking at newegg there are cards that range from 602mhz to 700mhz clock speed. Are these higher clocked cards use the same voltage but are just clocked higher? Or are using a slightly higher voltage?

So for example, I could overclock the 700 to maybe 750 and only overclock the 602 to maybe 650?

Most of the time there is no voltage increase in the different clocked cards. Say you have card A that only runs 600MHz stock, and card B runs 700MHz stock. Normally card A can overclock to 700MHz no problem, and the card that runs 700MHz stock is just binned higher (cherry picked). Selling factory overclocked cards is just the companies way of taking even more of your money ;)
