I was essentially wondering if you guys think it is better for me to overclock my CPU first and then after i get the maximum stable speed, my GPU or should try to get the maximum stable speed on my GPU and then start overclocking my CPU. Thanks

I'd oced the GPU after the overclock
Take the tests before you oc a computer and the GPU and then compare when its overclocked to when its not.

Overclock the CPU first. Make sure your speed is stable. Then o/c the vid card.

Then if stability problems occur, you then know its video card related.
