Terrible ping in TF2.

I'm having a problem in TF2 that I haven't had before.

I'll join a server and my ping will start off around 75, then after a minute or so it will soar to 350-450. It's extremely annoying and I'm at a loss as to what's causing it.

I have of course closed my torrent apps etc.

Does it happen in other games or just TF2?

I had the same issue when I had cable internet. It would happen during peak hours.
