Problem with Dell Latitude E6400 ATG

Whenever it goes to boot, i hear the HDD spining up, the power light comes on, then I hear a sound, the hdd shuts off, the power light flashes as well as the caps lock light. Know what the problem is ?

The hdd works, I had it in an extrenal enclosure and it works fine.

Got it working, the problem was a loose ram chip.

I purchased it from an auction as it for a nice price so i couldn't say no. but there is another problem now. It has a finger print reader and it has the finger print stored from the previous owner.

How does it work? Is the image store in the bios or on the hdd ?
