Hey, I just bought a refurbished GTX 280 FTW on ebay for a really good price, it came unregistered and stuff so I went on EVGA to register it and they told me because it was past 30 days of the original purchase date I needed to pay $15 to to purchase the premium RMA plan which made it so they would pay shipping and allow cross shipping. Is this normal?
I thought that I was just entitled to this service regularly (what they offered for free was no cross shipping and that I would have to pay for the shipping).

Yes that's normal, if you bought it refurbished off ebay then it's been used and the registration day limit was over. To get the Advanced RMA discount it would need to be bought new and registered within 30 days.

Secondhand cards aren't supposed to have any warranty, and refurbs get 30 or 90 days IIRC. Consider yourself lucky they are letting you register the card at all.
He will probably get denied when he submits it, EVGA doesnt support second hand ebay purchases it. Did you get it off EVGA, Newegg or Tigerdirect's Ebay store?
