looking at a case that has a proprietary 300-350w power supply. Will it handle a X2 4600+, 2bg ram, 2 dvd drives, 2600pro, tv tuner and sound card??

You have to define "proprietary." A good 300-350w power supply should work but a poor quality one may not for long. Look at the UL number and post it or post a photo of the power supply label. You may have an ATX power supply when you need an ATX2 compliant one.
