Tuner Lag?

So I've had a tuner for quite a while now and one thing that consistantly annoys me is the lag associated with flipping through the on-screen menu or channels. It's completely unplayable with video came consoles because of delays that are usually in the ballpark of 3-4 seconds. Is there anything I can do to reduce this significantly? A different piece of software? A different tuner?

I currently use BTV with a Hauppauge 1600 tuner card.

It's because of the encoding that BTV does. Use a program called dscaler, there is no lag (for me anyways)

It seems to be much better latency wise but there is some sort of problem with the refresh rate, it chops up just a little bit. Trying to figure out why that is (using svideo input).
