explain me the bullet time

there r three modes for the bullet time, i cant see any difference from two of them. mine is a portuguese version, i dont know the proper name of them in english. im not talking about that to enable bullet time only. they r something about "combined" and "to ward off".

does it have to do with the diving/dodging bullet time, vs the right click continuous bullet time??
those are the 2 I can think of, unless it counts when a peron dies and it zooms in on him as bullet time

yes, i guess so. could you explain me everything i can do using both that modes? as if i was 10 yrs old (dont say i was not supposed to play the game on this age ;))
