Is it better to return an item or refuse it? Meaning if you open it and resent it or simply refuse the delivery? If you refuse it you dont have to pay for shipping it back but does newegg charge you for original shipping or the 15% restocking fee like they do by returning it still?

You should contact newegg by PHONE and tell them the situation. It is fairly common to have restocking fees, but if it isn't open they prolly wont charge you for that. Especially if you are returning it and buying something else with them. Regardless, you should call them and talk to them directly.
