so i have my fairly new (about 4 months old) radeon hd3850. its a decent card for the games i play except CoD4. my fps is so unstable. going from 100fps down to around 50 or so fps. but has also dropped to below 20. i am confused and have no idea. i have tried every combo of graphic settings to change and still the same. i really need some help. ohh its the agp version. i can turn off AA and AF and shadows and all that other crap. and for nothing. please help. i really hope this wasnt a waste of money and im starting to think it was. maybe im simply missing something. any comments, suggestions welcome. thanks and have a good one!

Are you experiencing the problem while playing single player or online?

Disable Antialiasing, turn off shadows, Water Detail to Low, and change ur textures from auto to High or Extra. Also disable specular map(shiny objects such as ur gun).
I play cod4 competitively, try these out!

I haven't played CoD4 in a while, but my HD3850 ran it at 1280x1024 with everything maxed out perfectly fine. By that I mean I don't think I ever dropped below 30fps no matter how crowded it got. That was with "Rig 1" in my sig, so it could be possible the rest of your PC is bottlenecking/holding you back.

You could try RivaTuner and overclock the card to see if it is the card holding you back, otherwise the setup you have is quite old now, beinh a single core and fairly slow which could be a bottleneck.
