From what I gather it is sanding it (base). Just sand it with fine grit sandpaper?

its a process, where you take yout hsf and sand it going from grits as high as 400 down to the final 2000..
sreach for detailed threads about that, ull turn up probly like 20 that will detail what u need to know ;)
Oh yeah is the OCZ gladiator (with delta 38cfm) a decent hsf for an Athlon 1700+?

that should be ok.. id guess you get around 45c temps.. but i havent had a XPcpu yet so it could depend on case temps and so on..
so be sure to lap it till its shiny smooth with no bumps or deep scarches..

Lapping IMHO means to sand off a layer to make everything flat for 100% contact to the CPU for better performance, to remove all scratches and reduce the thermal compound being used when you got a big unever layer.
A Glaciator should make your temperature full load of 38-40 if you have good air flow as I saw an AMD XP w/ Retail Fan 42 Degrees! :)
Make sure you use Arctic Silver II.

Um porosity? metal is by it's nature non-porous. lapping is to make a heatsink flat and to a certain extend to smooth out the surface so you get a better interface. Some people argue you can go too smooth which impacts performance due to the thermal grease forming a layer rather than filling gaps.
