A friend of mine plugged a piece of sound equipment into 220v (in germany) instead of 110v and fried the board. I am assuming that the power adapter is dead but the only visible damage is to two regulating caps right at the plug, and to my knowledge those are the first components that the power will travel through. Would a repair on this be as simple as getting a better power adapter that wont spike and soldering over those tow caps?

I'd suggest removing those caps, cleaning up the area and trying replacement caps and hope for the best. If protection diodes nearby are fried, you need to replace them as well. When something catastrophic like this happens, odds are that the board is fried.
