i'm running it a 928 but i feel i can get more out of it. i'm new to this so bare with my dumb questions
asus tusl2-c 815ep
p3 800e socket 370
asus geforce2 ti 32mb
two sticks 256 133 cas 2
3 case fans
dragon orb 7000rpm cpu fan
20g ata 100 7200rpm
sound blaster live
300w power supply
so is there hope

Have you checked out our Beginner's Guide on the Overclockers.com homepage? Have you been through the Intel sections in regards to similarities with others and your setup?
There is a ton of places to get information from within the forums and other pages within the site. I understand how easy it is to just jump in and have someone try to explain it to you but a little reading will really help in showing you the ropes and to what questions you really need to ask.
We really want you to get the most out of your overclocking experience and that's why it's very important to find out as much as you can before you start. I highly recommend checking the guides and then reading some in the Intel forums as there are hundreds that have that chip and motherboard. You could learn alot from the experience of others.
Welcome once again! Get to reading and when you're head is about to explode, empty it out on us!

1st off, check the CPU database on the fist page like Jon said. Look up your cpu and mobo and see how high ppl have been able to OC it. Check the guides and some of the posts in here for general knowledge.
If your temps are good, you might be able to increase the vcore a tad and get a higher stable FSB.
Do you have a temp monitoring program and a benchamrking program?
