thermoelectric, how do you install one on your own water cpu block?

so, i been reading about peltier cooling (TEC) and i wanna know 2 things.

How it works and can you DIY and not damage you motherboard?

If theres a way to proberly insulate peltier cooling pads andand can you do is safely. thats my biggest concern.
