Pretty basic question but I couldn't find an answer searching for it. I was wondering if I could fully utilize a GTX295 even though my mobo has no support for SLI.

No, it's a single card so you don't need an sli mobo.

As like the 9800GX2 and the 7950GX2. It does not require an SLI board

There is a chip on one of the GPU's that has the SLI technology so you do not need it on the mobo.
